The
local handling agent will submit their request letter with the following
documents to U.S Consulate, Karachi:
· Bill of lading (03) copies.
· Commercial Invoice and Packing List (03) copies.
· Bonded Carrier’s Under taking addressed to Collector of Customs.
· Customs Clearance Request (CCR) Memo issued by the USM
Contracting Officer
· Import General manifest (IGM) (01) copy.
· Valid Afghan Tax Exemption Certificate( Maafinama) (02) Copies.
Note: The agent needs to induct the below mentioned narration in
their request letter to the Consulate and bonded carrier undertaking.
Quote: We hereby further certify that:-
I. This consignment does not contain prohibited goods, as defined
and specified in this CGO.
II. This consignment shall not be consumed in Pakistan but shall
only transit through Pakistani territory to/from Afghanistan.
III. We bind ourselves to comply with the relevant Customs rules,
procedures and regulations prescribed for transit cargo, including the
provisions as contained in the Customs General Order No. 10 of 2012, and the
relevant laws of the country.

USC will issue the following:
· Two letters (Cargo Manifest) addressed to Deputy Collector
Chaman/Torkham border (Original and Duplicate). For issuance of Cargo Manifest,
the agent will forward us cargo details as per attached template(attachment #1)
· Undertaking letter addressed to the Collector customs (Karachi/Port
Qasim).
· Authority letter to agent.
· Letter to Terminal Authority.
· Letter for Excise & Taxation office.

GD
will be filed and processed by the U.S Consulate Karachi.

USC
will issue request letter to National Logistics Cell (NLC) for issuance of
TAP (refer to attachment #5).

Agent
will submit TAP request letter to NLC before gate out of cargo from port.
US ARMY Reverse/Re-export
Cargo in-transit from Afghanistan:

· Border Crossing Memo (BCM)/CCR
· Commercial Invoice and Packing List
· Bonded Carrier’s Undertaking
Note: The agent needs to induct the below mentioned narration in
their request letter to the Consulate and bonded carrier undertaking.

NATO - ISAF Cargo
in-transit to Afghanistan / NATO - ISAF Reverse/Re-export Cargo in-transit from
Afghanistan:
The following revised guidance for the submission by
ISAF of Pakistan Customs clearance and transit requests reflects the lessons
from the recent Proof of Principle (PoP) trial moves of forward and reverse
cargo and supersedes the guidance issued by the Central Coordinating
Authority (CCA) ? US on 1 February 2013. This revised process comes into
effect immediately.
Please note the following key changes to the Pakistan
Customs clearance and transit request process for forward and reverse cargo:
· All
Pakistan Customs clearance and transit requests (for forward and reverse cargo)
are to be signed and stamped by contributing nations ISAF Stamp Holders. In
doing so ISAF Stamp Holders are confirming that their cargo is correctly
described on the manifest and does not contain items prohibited under the
Memorandum of Understanding (MoU) (31 July 2012) and Terms of Reference (ToR)
(1 November 2012), or hazardous material, not identified as such on the cargo
manifest.
· Once the Pakistan Customs clearance and transit requests have been completed
(including the ISAF Stamp Holders signature, signature block and stamp), ISAF
Stamp Holders are to send scanned copies of the forms to the ISAF Log Cell
(Islamabad) for authentication and onward submission to the ISAF Log Cell
(Karachi) and Pakistan Customs.
